Knowledge of the development, award, and administration of Navy contracts skill in generating one-of-a-kind contract for services not previously procured by contract.Ability to analyze organizational situations, identify problems, probe causes, and develop logical solutions for a wide range of organizational problems. Knowledge of management and administration procedures, practices, theories, methodology, and requirements.Comprehensive knowledge of governmental and military command structure, missions, programs and organizational relationships.Knowledge of contemporary human service principles, practices, and research methodologies as primary programmatic expert for FFSPs. Knowledge of federal, state, and municipal human service programs, policies, and directives.Ability to manage all fiscal and human resources effectively. Comprehensive knowledge of planning, programming and budgeting regulations to prepare both long range and short range plans and to develop resource guidance for regional sites.Knowledge of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex management processes and systems which impact the achievement of Navy program goals and objectives. Expert knowledge of analytical and evaluative methods and a thorough understanding of how regulations and programs are administered in order to apply measurement standards.In-depth knowledge of the professional methods necessary to counter any inherent psychological/socioeconomic stresses caused by prolonged separations which affect individuals, families, mission performance, and command readiness.
